Alphan K. Tsoi is the founding partner of Tsoi & Associates. Tsoi & Associates was founded in 1991 and has maintained its commitment to providing the utmost quality of service to its clients. At this time, Tsoi & Associates maintains its three offices: New York City, Los Angeles, and Monterey Park, California. Mr. Tsoi has extensive experience in Federal litigation handling immigration-related cases against the United States Citizenship and Immigration Services. He was one of the lead counsels in a case that resulted in a published opinion by the United States Court of Appeals for the Ninth Circuit.

Mr. Tsoi graduated from Washburn Law School with honors in 1989. He started his legal career practicing civil law in 1990 and quickly realized his true potential in immigration law. He thus started his own practice in 1991. He co-authored the chapters on Employment-based Immigration, Labor Certification and Naturalization in the Immigration Act of 1990 Handbook by the National Immigration Project of National Lawyers Guild.

He is admitted to practice in the Supreme Court of California, the United States Court of Appeals for the Ninth Circuit and all United States District Courts of California.

Victoria Suh heads the Los Angeles office of Tsoi & Associates. She graduated from the University of California, Los Angeles with a major in Political Science. Ms. Suh joined Tsoi & Associates as a law clerk during her second year of law school at Loyola Law School, Los Angeles. In the past fifteen years, Ms. Suh has concentrated solely in immigration law and has handled cases in most all areas of immigration law. Ms. Suh is certified by the State Bar of California as a Certified Specialist in Immigration Law.

Waisim M. Cheung heads the New York office of Tsoi & Associates since 1992. Ms. Cheung joined Tsoi & Associates immediately upon graduating from the University of Kansas, School of Law in 1989. Since then, Ms. Cheung has been practicing immigration law exclusively.

She has successfully handled numerous cases in various areas of immigration law, particularly in litigation against the United States Citizenship and Immigration Service (USCIS). Notably, she was the sole counsel in a case against the USCIS that resulted in a published opinion by the Board of Immigration Appeals.

Stella Ning Tang is an associate attorney at the Monterey Park office of Tsoi & Associates, where she practices various areas of immigration law.

Ms. Tang graduated with honors from the East China University of Political Science & Law in Shanghai. She furthered her legal education by obtaining a Masters of Law at the Seattle University, School of Law and received a merit-based academic scholarship.

She began her legal career at the Luong Law Firm and handled cases in immigration, family and business law. She then joined the State of Washington Department of Commerce, where she conducted extensive research on China's commercial policy. Most notably, she was heavily involved in drafting the State of Washington Foreign Direct Investment (FDI) Guide for Chinese EB5 investors and served as the policy advisor to domestic companies on the legal implications of Chinese FDI, intellectual property rights, and international trade.

Ms. Tang then became the Director of Admission & Administrative Affairs at the California South Bay University. She worked directly with the President of the University on various legal affairs. She also taught Introduction to Business Law at the University.
